According to reports, recently DeepSeek and MiniMax have successfully completed the relevant registration procedures, and completed open sourcing and overseas licensed use.

On October 16, the Ministry of Commerce and the Ministry of Science and Technology publicly solicited comments on revising the Catalog of Technologies Prohibited and Restricted from Export in China, proposing to bring 23 technologies under management, in fields including AI large models, agents, computing power clusters and information processing.

The policy also makes clear that relevant technologies that have already entered the public domain through open sourcing, published academic papers and other means are proposed not to be included in the scope of export controls, and facilitation measures such as automatic licensing will be provided for eligible exports of open source and related technologies.

The Ministry of Commerce stated that the key to judging whether the "going overseas" of a large model involves technology export control lies in whether it involves the transfer of restricted technologies from within China to abroad. Overseas localized deployment of restricted large models falls within the scope of technology export control; deployment in overseas proprietary clouds and other relatively controllable scenarios may be subject to automatic licensing; providing services through API calls, APP or web interaction, SaaS applications, and local lightweight deployment on end devices does not fall within the scope of large model technology export control. These arrangements aim to balance AI technology security with international open source cooperation.
