IT之家 reported on November 2 that the Abu Dhabi Media Office officially announced that Abu Dhabi Crown Prince Khaled met with OpenAI CEO Sam Altman, and the two sides held in-depth discussions on deepening strategic cooperation in the field of artificial intelligence.

After the meeting, Crown Prince Khaled witnessed Abu Dhabi's relevant institutions signing four major agreements with OpenAI, covering the government, energy, and investment sectors.

Inthe energy sector, Abu Dhabi National Oil Company (ADNOC), G42 (through its subsidiary Inception42), and OpenAI signed a landmark agreement, making ADNOC the first company in the energy sector to deploy OpenAI's frontier technology.

The agreement will integrate advanced AI capabilities across ADNOC's entire operations, enabling more connected operational, investment, and business decisions to improve efficiency and productivity. The collaboration is deployed on OpenAI's GPT models, using inference infrastructure within the UAE to provide computing power support.

Inthe government sector, the Abu Dhabi government and OpenAI launched the world's first AI-native "Machine-Readable Government" (IT之家 note: Machine-Readable Government, MRG) initiative, which converts a set of established government policies and regulations into machine-readable form, enabling AI-driven systems to assist officials with routine regulatory compliance assessments, including those related to issuing licenses and certificates. Each assessment can be traced back to the governing rules, while government officials retain oversight and accountability for final decisions.

Under the leadership and governance of the Abu Dhabi Government Enablement Department (DGE), MRG's first pilot project has already gone into production together with the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA), with a focus on food imports. The entire AI processing relies on OpenAI's localized inference residency services in the UAE, with all real-time model computation carried by GPU clusters within data centers located in the UAE.

Inthe investment sector, Abu Dhabi's sovereign wealth fund Mubadala, Inception42, and OpenAI reached an agreement to apply advanced AI capabilities to investment analysis, opportunity identification, and risk assessment, supporting smarter investment decisions and long-term value creation.

In addition, Inception42 and OpenAI signed a five-year agreement to promote the adoption of frontier AI in the government, enterprise, and education sectors.

Under this agreement, OpenAI and Inception42 will jointly support AI use in the UAE government, enterprise, and education sectors. They will collaborate to deliver enterprise-grade solutions to large institutions in the UAE, combining OpenAI's frontier models and AI engineering expertise with Inception42's applied AI capabilities and consulting-led professional services offerings.
