IT Home On October 16, according to the “Foreign Trade Law of the People’s Republic of China” and the “Regulations on the Administration of Technology Import and Export in the People’s Republic of China”, the Ministry of Commerce and the Ministry of Science and Technology plan to revise the “Catalogue of Technologies Prohibited or Restricted from Export in China”. Some artificial intelligence, biomedicine, and photovoltaic technologies will be added. After approval, public comments are now solicited, and pre-export registration management for these technologies will be implemented simultaneously.
This public consultation involves 40 technologies in three fields: artificial intelligence, biomedicine, and photovoltaics. In the field of artificial intelligence, there are 23 technologies related to large models, intelligent agents, computing power clusters, and information processing; technologies that have been made available through open source or academic publications and entered the public domain are not included in management scope. In the field of biomedicine, it includes 5 technologies related to cell and gene therapy, small nucleic acid drugs, and pathogenic microorganisms; for authorization models that do not involve ownership transfer, convenient measures such as automatic licensing apply. In the field of photovoltaics, there are 12 technologies related to polycrystalline silicon manufacturing, silicon wafer manufacturing, and battery manufacturing; the technology management scope also includes key and core equipment that supports these technologies.
IT Home notes that the public can submit opinions on new technical scope, indicators, control policies, and convenience measures through the following channels between October 16, 2026, and November 15, 2026:
